Roles and ResponsibilitiesStrategic and workforce planning, program/policy implementation, organizational development and managing the HR budgetEnsure systems are in place to monitor, analyze and report on the deployment of staff in relation to the HR budgetLead the development of HR strategy and programs in areas such as recruitment, employee benefits, negotiations, labour relations, training, succession planning, classification, etc.Coach managers in the successful development and implementation of organizational policy and best practices in Human Resources and Labour Relations Lead labour and employee relations functions (with respect to the collective agreement negotiation and administration), conduct investigations, resolve complaints, and implement corrective action plans to resolve staff issuesCreate relationships with internal staff unions by participating on union-management committees Ensure employees are provided with information about policies, job duties, working conditions, wages, career opportunities and employee benefitsMaintain relationships with external business contacts/ suppliers and negotiate contracts or agreements with suppliersVerification of legal documents, contracts, financial information and other documentsParticipate in joint management committees, strategy sessions, union negotiations, and arbitration or court proceedingsMonitor proposals and policies to ensure that they comply with the overall direction of the organization Qualifications and ExperienceMust have: 10+ years of human resources experience Fluently bilingual in French and EnglishDemonstrated management, negotiation and leadership skills to develop and implement strategic organizational policies and to represent the employer at joint union-management committees and internal bargaining sessionsExperience in the following Human Resources functional areas: staff relations, labour relations, negotiations and collective bargaining, compensation, performance management, HR systems, employee recruitment and selection, organizational development, job evaluation, payroll, benefits, training, succession planningKnowledge of financial management practices, methods for financial analysis, forecasting, monitoring, cost-benefit analysis, pensions, benefit plans and investmentsKnowledge of employment and labour legislations, occupational health and safety legislation and regulations, pension and benefits legislation, and other legislations and regulations pertinent to the responsibilities of the positionDemonstrated management, negotiation and leadership skills to develop and implement strategic organizational workforce plan, policies, processes and systems and to represent the employer at joint union-management committees and internal bargaining sessionsAbility to identify complex problems and review information to develop and evaluate options and implement solutionsHighly-developed leadership skills, with ability to lead consultation processes and coordinate the delivery of large scale operational programs and projectsExcellent interpersonal skills to effectively communicate the political, operational and financial requirements of the organization, as well as to maintain relationships with partnershipsAbility to make effective decisions quickly and balance competing prioritiesExperience in the development of administrative policies, procedures and systems focusing efforts on achieving excellent work outcomes consistent with the organizational priorities and vision.
